NEW JERSEY: NEW ADMINISTRATION, SLIGHTLY NEW GIFT RULES
New Jersey Governor Phil Murphy followed the lead of recent administrations and issued an Executive Order on gifts on his first full day in office.
Similar to the Executive Order under Governor Chris Christie, Executive Order 2 covers gifts to the Governor, but Governor Murphy has gone one step further and expanded applicability of the gift rules to include the Lt. Governor.
The Executive Order includes various gift exceptions including gifts of “minimal value,” which can actually cover gifts of $390 or less due to the Executive Order tying the exception to the federal Foreign Gift and Decorations Act.
The Executive Order also allows for gifts from relatives and long-time personal friends, which expressly excludes registered lobbyists in New Jersey.
Executive Order 2 is effective immediately.
